Job Purpose: To manage the development and delivery of transport schemes and services and implement transport strategies and schemes in the county. Project Management: ·Client manage the development and delivery of capital transport schemes. ·Problem solving - make informed decisions, following assessment of competing interests ·Allocate tasks to support staff to assist projects ·Determine staff resources for project coordination ·Prioritisation of workload to ensure effective time management ·Identifying funding sources required for projects ·Staff training and development Reporting and advice: ·Responsibility to communicate with the general public, elected members and a wide range of local groups with regard to transport matters ·Attending committee meetings, public meetings and workshops. Writing and presenting reports to committees and elected members ·Ensuring that the corporate aims are met by ensuring high quality sustainable new development which is appropriately located and served by all modes of transport ·Submit written and verbal reports to panels and committees for expenditure , project progression and consultation ·Produce technical reports/briefs to local authorities, consultants, other organisations and key stakeholders ·Provide advice to stakeholders regarding policies and schemes. Attend consultations to discuss schemes. ·Maintain an awareness of Corporate and Departmental equalities and health and safety procedures and apply them to the day to day job requirements Key Decision Making Areas in the Role: ·Maximising Developer contributions in line with current policy ·To support effective delivery of approved schemes in the capital programme to agreed budget timescales ·To prioritise workload of multi-disciplinary teams ·To communicate effectively with elected members and stakeholders Role Dimensions: ·Administration of projects to meet budget requirements ·Control budgets to ensure correct expenditure ·Client managing the design and implementation of major capital transport projects ·Working to agreed statutory timescales with local planning authorities and internally ·Liaising with a wide range of senior professionals in both private and public sectors, often working to tight timescales and economic constraints ·Attending approximately 10 formal meetings per week with developers, consultants, district planning officers, etc Main contacts: ·To develop and help maintain effective close working relationships with internal contacts and all appropriate external agencies, including Government Departments, LEPs, other transport providers, health authorities, private sector organisations together with local stakeholders (eg district/borough/town/parish councils, business community and residents) ·Suggest/recommend policy approval, project development, consultation and budgetary expenditure to elected members of the county council. Desirable qualifications: Educated to degree level (or equivalent) with an appropriate professional qualification (eg chartered or incorporated) Essential knowledge/Skills/Experience: ·Demonstrable transport experience at an appropriate level ·Management skills and abilities ·Project and client management and technical skills ·Effective communication skills including experience of giving presentations ·Effective and proven team player with supervisory skills ·Good political awareness and sensitivity ·Understanding of corporate policies and strategies ·Knowledge of legislative and regulative context ·Good level of inter-personal skills ·Knowledge of transport planning, implementation, highway engineering and planning policy Working Conditions: ·Display screen equipment: desktop PC and Laptop ·Work environment: Lone working and outdoor work ·Personal protective equipment: head, eyes body, feet and hands (hard hat, reflective clothing, safety boots, gloves, ear defenders and safety glasses) ·Driving: HCC pool vehicle and own vehicle for work purposes ·COSHH (Control of Substances Hazardous to Health): Soil - possible contact with contaminated soil/water e.g. during site inspections/site work.
